Combine whisky, brown sugar simple syrup*, and bitters in a glass. Top with ice. Rim glass then garnish with an orange peel.
*Brown Sugar Syrup: Combine 1 cup water and 1 cup light brown sugar over medium heat, stirring until brown sugar dissolves. Remove from heat and let cool. Store for up to 2 weeks.
